Service changes 2011

PENDLE SERVICES  

71  Clitheroe - Barley - Nelson (Pendle Witch Hopper) (Leaflet 106)

From 31 October 2011 Lancashire County Council will revise the service, renumbering the Pendle Witch Hopper routes from P70 & P71 to run as Service 71 in both directions.  There will be minor amendments to the timetable.  Also the Summer Sunday Service 70/71/72 will be withdrawn for the winter period.

Holmeswood Coaches Ltd will take over operation of this service on behalf of Lancashire County Council.

93  Nelson - Marsden Park Circular (Leaflet 93)

From 31 October 2011 Lancashire County Council will withdraw this service, it will be incorporated within revisions to Pendle Green Line Services 94 & 95, see below for details.  

Pendle Green Line Services 94/95 (Leaflet 94)

From 30 October 2011 Lancashire County Council will revise these Pendle Green Line subsidised bus services to incorporate Marsden Park into the route, using the opportunity to revise the route, improve bus service access and restore a number of links withdrawn in January 2011.   The timetables will also be revised to improve overall service reliability within existing resources.  The revisions to the services are as follows:-

94  Brierfield - Nelson - Cravendale Avenue - Marsden Park Circular

The route and timetable will be revised adjusting this Pendle Green Line service to operate hourly during Monday to Saturday daytime between Brierfield and Marsden Park via Hibson Road, Nelson Town Centre and Cravendale Avenue.  The service will additionally extend to serve the western side of Brierfield around Chatburn Park Drive/Clitheroe Road (a link much requested in recent years by local residents).

95  Colne - Nelson - General Hospital - Lower Manor - Burnley

The route and timetable of the main Pendle Green Line service will be revised adjusting it to the single service number 95.  The revised service will continue to operate every half hour during Monday to Saturday daytime as currently from Colne to Nelson Regent Street then re-route across the A56 around the Marsden Park circle to Barkerhouse Road to Nelson Interchange.  Then via the current route to Burnley Town Centre, half hourly to Nelson Chapel House Road and extending hourly to Burnley via Burnley via Casterton Avenue (for Burnley General Hospital), Lower Manor Estate and Stoneyholme.

Key Improvements with these revisions to Pendle Green line network are:

·         the restoration of links from Marsden Park towards Burnley and the General Hospital;

·         the introduction of new direct travelling opportunities from Marsden Park though to Colne and the northern part of Nelson town centre;

·         increase to three buses an hour from two, Monday to Saturday daytime, around Marsden Park;

·         introduction of later evening journeys and an hourly Sunday service around Marsden Park;

·         increase to two buses an hour from one, Monday to Saturday daytime, along Hibson Road;

·         new hourly bus service for Chatburn Park Drive/Clitheroe Road area of Brierfield;

·         an additional Monday to Saturday departure from Burnley at 1845 (last departure is currently 1745).

·         improved sustainability and reliability throughout the core Pendle Green Line route.  

Key barriers to these revisions:

·         the loss of direct link from Brierfield Mansfield Grove and Nelson Cravendale Avenue though to Colne (there are few passengers actually making these journeys);

·         the loss of later evening journeys, between 1830 & 2000 to Nelson Cravendale Avenue (the revised route on Regent Street is within 300m);

·         an increase in journey time between Colne and Nelson town centres due to routing through Marsden Park (the revised route will take an additional 6 minutes).  

Tyrer Bus Ltd will operate these services on behalf of Lancashire County Council.

BURNLEY & PENDLE SERVICES

From 30 October 2011 Transdev Burnley & Pendle will introduce the following changes to their services in the Burnley and Pendle areas:-

1  Stoops - Burnley - Pike Hill - Todmorden (Leaflet 71)

The timetable will be revised with minor amendments to a number of journeys.

2  Higherford - Nelson - Burnley - Worsthorne (Leaflet 79)

The timetable will be revised, removing some early morning and early evening journeys.  The withdrawn journeys are fully detailed in the Service Changes leaflet.

4/5  Harle Syke - Burnley - Rosegrove (Leaflet 77)

The timetable will be revised, removing some early morning and early evening journeys.  The afternoon peak journey times will be revised on weekdays to improve reliability. The withdrawn journeys are fully detailed in the Service Changes leaflet.

Lancashire County Council are assessing whether any replacement journeys can be provided.

6  Burnley - Bleak House

The timetable will be revised reducing service frequency to operate every hour, from half-hourly, Monday to Saturday daytime.  The revised increase to Service X43 (Nelson - Burnley - Manchester) daytime frequency and additional stopping places on Manchester Road will provide additional journeys for the majority of users.  See below for details of Service X43 revisions.

8  Burnley - Bacup - Rawtenstall - Bury (Leaflet 78)

X8  Burnley - Bacup - Rawtenstall - Edenfield - Manchester

This new service will be introduced incorporating the existing service 8 between Burnley and Bacup but then extended to Bury via Rawtenstall and M66.  This service will operate hourly Monday to Saturday daytime.  A limited number of journeys will be operated as Service X8 to continue offering Edenfield a link to Manchester following the withdrawal of the X44.

9  Burnley - Accrington (currently X63) (Leaflet 74)

This service will be renumbered Service 9 from X63 to be part of the Starship network. There will be no overall change to the Monday to Friday hourly frequency but departure times will be changed around the morning and afternoon school peak.

There are no changes to Lancashire County Council's subsidised Saturday Service 484 operated by Rossendalebus.

21-29  The Mainline (Leaflets 88, 89, 90, 91)

The Mainline service will be revised, with the key changes as follows;

·         Some early journeys on a Saturday now operate via Slade Lane rather than Shuttleworth Mead on route to Clitheroe;

·         Some early morning and late evening journeys are curtailed;

·         Additional later journeys to and from Keighley introduced;

·         Sunday service to Barnoldswick extended to Skipton (incorporated with Service 872);

·         Journeys to Skipton now operate via Earby and Barnoldswick, offer a fixed half hourly frequency throughout for most journeys;

·         To and from Barnoldswick will be a basic 15 minute service Monday to Saturday daytime, with alternative journeys running via Earby and on to Skipton. An additional journey operates most hours from Colne through to Barnoldswick Fosters Arms but this reduces the section between Barnoldswick and Fosters Arms to an hourly headway;

·         Later Monday to Saturday journeys introduced to and from Skipton.

X43  Nelson - Burnley - Rawtenstall - Manchester (The Witch Way) (Leaflet 62)

The timetable will be revised increasing the Monday to Friday off-peak and Saturday daytime frequency to operate every 15 minutes, instead of 20 minutes, between Burnley and Manchester.  However, during Monday to Friday off-peak and Saturday daytime, the extension to and from Nelson will be reduced to every 30 minutes from every 20 minutes.

All peak time Service X44 journeys via Edenfield will be withdrawn, with key journeys being catered for by the introduction of the new Service X8 journeys from Burnley to Manchester via Bacup, Rawtenstall and Edenfield.

The service will observe all stops along Burnley Manchester Road to partially cover the reduction in frequency of Service 6.

There will be earlier journeys introduced on weekdays and on a Sunday to allow connection to service 872 DalesBus, together with the evening service being revised with additional journeys.  

872  Burnley - Skipton - Grassington

The service will continue through the winter. A new earlier arrival from Manchester will allow travellers to connect at Burnley whilst the afternoon return journey will now terminate at Nelson offering an onward connection to Burnley and Manchester on the X43.  In both cases no change of bus will be required.

The introduction of additional Mainline journey to Skipton will allow connection to the Dalesbus at Skipton throughout the day.

These are the changes for October 2011 that have been reported to Lancashire County Council by 22 September 2011. Every effort has been made to ensure the accuracy of this information, however further changes can occur, it is advisable to contact your local County Information Centre, Traveline or bus operator for the latest information.

PENDLE SERVICES  

16  Nelson - Barrowford - Colne - Lenches - Bunkers Hill (Leaflet 82)

From 1 June 2011 Lancashire County Council will revise the route and timetable to extend journeys from Colne to Nelson via Colne Sainsburys and Barrowford, replacing Service 68.  The amended service will operate on Mondays, Wednesdays, Thursdays and Fridays only with departures as follows:

0928 Colne - Lenches - Bunkers Hall - Colne (1000) - Barrowford - Nelson

1055 Nelson - Barrowford - Colne (1128) - Lenches - Bunkers Hall - Colne (1200) - Barrowford - Nelson

1255 Nelson - Barrowford - Colne (1328) - Lenches - Bunkers Hall - Colne (1400) - Barrowford - Nelson

1455 Nelson - Barrowford - Colne (1528) - Lenches - Bunkers Hall - Colne

Transdev Burnley & Pendle will operate this service on behalf of Lancashire County Council.

 

68  Nelson - Barrowford - Colne (Leaflet 82)

From 29 May 2011 Lancashire County Council will withdraw this service, it will be amalgamated into an extended Service 16 linking Lenches with Nelson via the Sainsburys store in Colne.  See Service 16 above for details.

BURNLEY SERVICES

3  Clifton Farm - Burnley - Healey Wood (Leaflet 73)

From 31 May 2011 Lancashire County Council will revise the route and timetable amending the route to operate between Clifton Farm/Lakeland Way and Healey Wood via Burnley town centre, no longer serving Lowerhouse.  The Lowerhouse and Rosegrove area will again be served by the revised Service 65 - refer to leaflet 65 for details.

The timetable will be revised to accommodate the new route, running anti-clockwise around Clifton Farm to Lakeland Way then direct into Burnley.  The hourly Monday to Saturday daytime service restored, together with improved am and pm peak journeys between Clifton Farm and Burnley. 

Tyrer Bus will take over operation of this service on behalf of Lancashire County Council.

65  Burnley - Padiham - Higham - Nelson - General Hospital (Leaflet 65)

From 31 May 2011 Lancashire County Council will revise the route and timetable amending the route between Burnley and Padiham to again serve Rosegrove and Lowerhouse.  This follows a number of customer requests for this link to be reinstated.  The timetable will be amended to accommodate the revised route.

Tyrer Bus will continue to operate this service on behalf of Lancashire County Council.

PENDLE SERVICES  

BUDGET PROCESS

As a result of the recent local government finance settlement and existing budgetary pressures, Lancashire County Council has identified the need to make savings of around a quarter of its direct annual expenditure.

As part of this process, the County Council identified a number of subsidised local bus services which do not meet the Authority's financial criteria which states that 40% of the cost of providing a service must be met through fares revenue.

On 17 February 2011 a meeting of the Full Council decided to withdraw services in line with the previously announced cost saving proposals.  The list below gives details of the affected Lancashire County Council subsidised bus services to be withdrawn or revised from 29 May 2011:

16  Nelson - Barrowford - Colne - Lenches - Bunkers Hill (Leaflet 82)

All journeys will be withdrawn.  Lancashire County Council is currently in discussion with Pendle Borough Council regarding the possibility of utilising Developer funding to maintain a service on this route. 

68  Nelson - Barrowford - Colne (Leaflet 82)

All journeys will be withdrawn.  Lancashire County Council is currently in discussion with Pendle Borough Council regarding the possibility of utilising Developer funding to maintain a service on this route.

97  Nelson - Valley Mills - Nelson (Leaflet 82)

All journeys will be withdrawn.

98  Nelson - Marsden Heights - Nelson (Leaflet 82)

All journeys will be withdrawn.

BURNLEY & PENDLE SERVICES  

20 to 30  The Mainline (Leaflets 88/89/90/91)

From 6 March 2011 Transdev Burnley & Pendle will revise the route and timetable making a number of amendments.

Whilst most timetabled journeys will remain the same, all routes will be renumbered to show the same service number between destinations, as below:

Service 20      Burnley to Padiham, Memorial Park, Shuttleworth Mead and Altham Ind Est, and return

Service 21      Burnley to Trawden, and return

Service 22      Burnley to Padiham, Slade Lane, and return

Service 23      Burnley to Accrington, and return

Service 24      Burnley to Colne, and return

Service 25      Burnley to Keighley, and return

Service 26      Burnley to Clitheroe (direct), and return

Service 27      Burnley to Clitheroe (via Sabden), and return

Service 28      Burnley to Barnoldswick/Skipton (via Earby), and return

Service 29      Burnley to Barnoldswick/Skipton (omitting Earby), and return

Service 30      Burnley to Earby/Skipton (omitting Barnoldswick), and return

 

The section of route between Colne and North Valley Retail Park will be withdrawn and replaced by additional journeys through to Earby.  Pendle Green Line Services 94 & 95 provides an alternative bus service to Venables Avenue and Birtwistle Avenue areas.

BURNLEY & PENDLE SERVICES

From 9 January 2011 Transdev Burnley & Pendle will introduce the following changes to their services in the Burnley and Pendle areas:-

  1B/6B  Burnley - Stoops Estate - Burnley (Leaflet 71)

The timetable will be revised with the number of journeys unchanged.

  2  Higherford - Nelson - Burnley - Worsthorne (Leaflet 79)

This service will be rerouted in Nelson via Waidshouse Road rather than Hibson Road on all journeys, replacing the withdrawn Service 3 on this section.  There will be some minor timetable adjustments to take into account this revision.

  In agreement with Lancashire County Council, the daily evening and Sunday service will be extended hourly from Nelson to serve Barrowford and Higherford.

  3  Marsden Park - Nelson - Burnley - Clifton Farm (Leaflet 77)

This service will be withdrawn.  Service 2 will be revised to serve Waidshouse Road and additional journeys on Services 4 & 5 will be introduced to cover the section between Burnley and Harle Syke.

  Lancashire County Council has assessed patronage to Haggate, Marsden Park and Clifton Farm and replacement services will be provided by new Lancashire County Council Services 3 & 93 and revised Service 65 as follows:-

  For Marsden Park - New Service 93 will provide a replacement Monday to Saturday daytime bus service between Nelson and Marsden Park, running every 30 minutes.  This will provide a similar service to present catering for the majority of users.  Those passengers wishing to travel beyond Nelson through towards Burnley will need to change buses at Nelson Interchange.  The new service will also bring an improvement to vehicle standards by operating with low floor easy access buses.

  For Haggate - Service 65 will be revised to extend from Nelson to Burnley General Hospital via Hibson Road, Haggate and Harle Syke.  Service 65 currently will continue to operate every hour Monday to Saturday daytime between Nelson and Burnley via Lomeshaye village, Wheatley Lane, Fence, Higham and Padiham.  In order to accommodate the extension, without incurring additional resources, the service will be rerouted as follows:

  Direct between Lomeshaye Village and Nelson Interchange, omitting Milton Street and Pendle Street - alternative services are available within 150m;

  Direct between Padiham and Burnley omitting the Lowerhouse/Scott Street sections, which will be covered by the replacement service for Clifton Farm, see below.

  These re-routings will bring an improvement in journey times to the Pendleside villages of Wheatley Lane, Fence and Higham, by omitting these diversions.

  For Clifton Farm - New Service 3 will provide a replacement Monday to Saturday daytime bus service between Clifton Farm and Burnley, running every hour.

  In order to optimise passenger usage, it is proposed this new service will additionally serve Lakeland Way, restoring a bus route to this area.  Furthermore, the section of Service 65 around Lowerhouse/Scott Street will also be incorporated together with the current Service 10 between Burnley and Burnley Wood Circular.

  It is proposed the Saturday only section between Burnley and Towneley Hall be withdrawn.  This is mainly used in the summer period to complement Burnley Borough Council's shuttle service linking Towneley Hall with Burnley centre. Passenger numbers travelling in the winter periods is less than 10 per Saturday and alternative services are available to the gates.

  4/5  Harle Syke - Burnley - Rosegrove (Leaflet 77)

The route and timetable will be revised to operate between Harle Syke, Burnley and Rosegrove only.  There will be additional journeys to replace the withdrawn Service 3 between Harle Syke and Burnley.  The Saturday, daily evening and Sunday daytime service through to Nelson from Harle Syke will be withdrawn.

  In partnership with Lancashire County Council, and at the request of local representatives, the daily evening and Sunday daytime service between Burnley and Rosegrove will all operate as Service 4, in an anti-clockwise loop to provide a service at these times for the whole route including Sycamore Avenue.  Customers travelling to and from Sycamore Avenue, Rosegrove and Accrington Road will need to board and alight on single side of the anti-clockwise loop.

  8  Burnley - Bacup (Leaflet 78)

The timetable will be revised withdrawing the first return journey on Monday to Friday, the 0620 from Burnley and 0650 from Bacup.

  Lancashire County Council has assessed patronage and determined that replacement journeys would not be sustainable.

  152  Burnley - Padiham - Blackburn - Preston (Leaflet 60)

The route and timetable will be amended to omit Hammerton Street and Hargreaves Street on Friday, Saturday and Sundays nights.

  X43/X44  Nelson - Burnley - Rawtenstall - Manchester (The Witch Way) (Leaflet 62)

The timetable will be revised to amend the evening peak journeys terminating at Burnley Bus Station to be extended to terminate at Queensgate.

  X63  Burnley – Accrington (Leaflet 74)

The timetable will be revised to amend the 0745 from Accrington to terminate at Network 65 on schooldays only.  On School Holidays the journey will still go through to Burnley.  There is an alternative journey available, provided by Pilkington Bus, at 0735 on schooldays operating through to Burnley Bus Station.

  There will be other minor timetable amendments with some afternoon journeys running up to 10 minutes later.

  The Mainline Leaflets 88/89/90/91

There will be minor changes made to serve Silentnight shift times at Barnoldswick as they are withdrawing free staff transport from February 2011.  This will involve some rerouting of journeys in the mid afternoon period and consequently will create minor changes to Trawden and North Valley journeys as well as the Skipton, Barnoldswick and Earby journeys.

  There will be an early morning journey extended from Colne to Barnoldswick and back and evening journeys revised as agreed to suit shift times.

  The Sunday timetable will be revised although service levels will remain the same.

  BURNLEY SERVICES

  3  Healey Wood - Burnley - Clifton Farm - Lowerhouse (Leaflet 73)

From 9 January 2011 Lancashire County Council will introduce this new service between Burnley Wood and Lowerhouse via Burnley Town Centre and Clifton Farm.  Running every hour Monday to Saturday daytime, this new service will provide a replacement service for Transdev Burnley & Pendle's withdrawal of their Service 3 between Burnley and Clifton Farm.

  Transdev Burnley & Pendle will operate this service on behalf of Lancashire County Council with Low Floor Easy Access buses.

  10  Burnley - Healey Wood Circular (Leaflet 70)

From 9 January 2011 Lancashire County Council will withdraw this service and it will be incorporated within the new Service 3 between Healey Wood - Burnley - Clifton Farm - Lowerhouse.

  PENDLE SERVICES

  93  Nelson - Marsden Park Circular (Leaflet 93)

From 9 January 2011 Lancashire County Council will introduce this new service between Nelson and Marsden Park.  Running half hourly Monday to Saturday daytime, this new service will provide a replacement service for Transdev Burnley & Pendle's withdrawal of their Service 3 between Nelson and Marsden Park.

Transdev Burnley & Pendle will operate this service on behalf of Lancashire County Council with Low Floor Easy Access buses.

  65  Burnley General Hospital - Haggate - Nelson - Pendleside - Padiham - Burnley (Leaflet 65)

From 9 January 2011 Lancashire County Council will revise the route and timetable extending from Nelson to Burnley General Hospital via Hibson Road, Haggate and Harle Syke.  Service 65 will continue to operate every hour Monday to Saturday daytime between Nelson and Burnley via Lomeshaye village, Wheatley Lane, Fence, Higham and Padiham.  In order to accommodate the extension, without incurring additional resources, the service will be rerouted as follows:
