DRAINAGE PROBLEM

One of our readers sent the following letter to Essex County Council; it will be interesting to read their reply: 

“I enclose a photograph showing the continuation of the underground spring water flowing across the footpath in spite of the recent work carried out.  

I suggest that the solution to this problem should have been that a porous pipe drain was laid in a trench below ground level and backfilled with course shingle. The width of this trench should have been about 18 inches and about 12 inches deep backfilled with ¾ inch shingle to allow surface and spring water to be drained away. I hope you agree that the work that has been carried out has not solved the problem and further work is required to rectify matters.  

May I ask if the work carried out was under the direction of Essex County Council Highways or was a contractor given the task without direction from your department? I look forward to your reply.”
