ANNUAL GENERAL MEETING

The Annual General Meeting of the Billericay District Residents' Association will be held on Friday 22 May 1998 at 8.00pm in the Canon Roche Hall, Laindon Road, Billericay. The guest speaker will be Mr P Boreman, Business Planning Manager of Great Eastern Railways whose subject will be the work of GER under the generic heading "Transportation". In addition it is anticipated that a senior manager from Thamesway/ Firstbus plc will also attend to talk about local bus services, it may be possible to confirm this arrangement in the May issue of the newsletter. Light refreshments will be served after the meeting. All nominations and resolutions for the AGM must be lodged with the Executive Secretary Mrs M Dann, 10, Cranmer Close, Billericay, CM12 0YQ not less than fourteen days before the date of the AGM given above.

JACK THE CAT

Jack, a ginger and white tom cat, the pet of Simon and June Van Dam is in the wars once again; as a matter of fact his whole life appears to be one long war. On this occasion he has been shot in the leg, whilst on his nightly manoeuvres in Lake Meadows, by some cowboy with an airgun. Unfortunately the cavalry did not arrive in time to apprehend the hooligan and Jack had to make his way home unaided. Just how many more times can he escape the vicissitudes of life one cannot tell but his chances of survival would be greatly enhanced if the idiot with the airgun would grow up and find more inanimate targets. In the meantime if anyone sees a prowler armed with an airgun wandering around the Lake Meadows neighbourhood please inform the police.

FOOTWAY CONDITION - BRIGHTSIDE

The West Area Committee wrote to Basildon District Council expressing concern about the condition of the footpaths in the Brightside area. In their reply the Council identified defects in Upland Road and said that they would be programmed for future repair, They went on to say that "maintenance funds are now very limited and the system specified by Essex County Council, the Highway Authority, requires that each reported defect is inspected and allocated a priority. Obviously public safety is of paramount importance so those of immediate danger, Category 1, are allocated the highest priority whilst those of only a maintenace nature, Category 2, are allocated the lowest.

A Category 1 defect will be made safe, at least temporarily, within 24 hours. A permanent repair will then be programmed within 28 days if necessary.

Category 2 defects will be dealt with as budgets allow and according to severity with most being accumulated and dealt with as part of planned maintenance if and when budgets are available.

As a result of this policy, dictated by the current level of Highway budgets, whilst safety defects will of course be made safe it cannot be guaranteed that more minor maintenance defects will be attended to in the foreseeable future, unless of course they get worse or seriously threaten structural integrity."

The Parish Councils are not part of the Billericay Town Council indeed they are quite separate. They have the same responsibilities and authority as the Town Council the only difference being that the latter can have a Mayor whilst the Parish Councils have to be content with a Chairperson. In last month's issue of the newsletter the telephone number I gave as being that of Councillor Rapley was wrong, the correct number is 01268 593919. I apologise for any inconvenience I may have caused.

The Town Council and Parish Councils have agreed to form the Basildon and District Association of Town and Parish Councils for the purpose of discussing common problems and deriving mutually acceptable solutions.

RAMBLING

Spring is just around the corner and now is probably an appropriate time to mention that there are Rambling Clubs in the district and for those of you who enjoy a good old ramble here are the names of three of them:

BILLERICAY RAIL STATION

At a meeting of the Great Eastern Rail Forum held on 11 March it was reported that with the help of the local authority, presumably Basildon District Council, and Essex County Council Railtrack East Anglia is to install a passenger lift at Billericay as part of improving disabled access to stations. When asked to give a date when the lift would be available to the public a senior manager replied " I will be surprised if it's not ready by the end of the year". Essex County Council also indicated that their officers had met with Great Eastern and Railtrack to discuss improvements to the infrastructure of a number of stations amongst which was the access to Billericay rail station. It is not known when all these changes will be completed but at least it appears they are being considered.

SPEED LIMITS

Following a letter from the East Area Committee regarding speed limit signs on Norsey Road, Basildon Council has said that subject to the provision of funds it is intended to carry out a review of the speed limits on many of the roads in the Basildon district.
