
The Billericay Area Committee met on Thursday 18 June to discuss several planning matters but probably the one of most concern to people of Billericay was the request to commence formal and informal consultations in respect of several Traffic Regulation Orders:-
A prohibition of motor vehicles Order in Burghstead Close with an exemption for vehicles requiring access to the Close.
An extension of the existing prohibition of waiting Order in Burghstead Close.
A one way traffic Order and 3.5 tonne weight limit in Alma Link from the High Street to the car park .
A prohibition of waiting and loading at any time Order, for the whole of Alma Link and Chapel Street between Hillside Road and Alma Link.
A taxi rank for two hackney carriages in the High Street on the east side near to the Waitrose store entrance.
Six on-street parking bays for "Orange Badge" holders in the High Street at suitable, convenient locations.
The stretch of Alma Link from the High Street to the car park will be one way such that there will be no access to the High Street from the car park and additionally only vehicles having a weight of less than 3.5 tonne will be allowed to use the road. The remainder of Alma Link will provide two-way access to Chapel Street for deliveries and customers. It is also proposed to prohibit waiting and loading at any time in Alma Link between the High Street and Chapel Street and in Chapel Street between Alma Link and Hillside Road.
The six parking bays for the disabled will be located at :-
1) One bay on the east side of the High Street north of Chapel Street outside No 30 High Street.
2) Two bays on the east side of the High street south of Chapel Street outside Nos 54 to 58 High Street.
3) One bay on the West side of the High Street outside No 89 (Lloyds Bank), replacing an existing limited waiting bay.
4) One bay on the west side of the High Street outside No 109 (Midland Bank) replacing an existing limited waiting bay.
5) One bay on the east side of the High Street outside No 120 ( south of the new Waitrose Store) replacing an existing limited waiting bay.
I owe Mr Green an apology for not mentioning his excellent book earlier this year when I first had the opportunity to read it. However it isn't a book you just look at think that's nice and put it down. It demands and deserves your complete attention with its many old photographs and an occasional modern one for comparison, each time you read it you notice another detail missed before.
Mr Green acknowledges the help from other people but the fact cannot be disguised that the book is a labour of love and I for one eagerly await Volume 2. I cannot begin to imagine the time taken, not only to collect the photographs but also to arrange them in such an excellent presentation. The views painted of life then seem less frenetic than today when most of us are ruled by the clock and the pace of life can be stressful, but no doubt they also had their problems.
I commend this book to anyone who is interested in Billericay - yesterday and today. It is an authorative, well presented book which is good value for money and deserves a place on your bookshelf.
The East Area Committee has written to the District Council drawing to their attention the condition of the road surface in Everest Rise which had been described by a resident as being "of near archaeological importance". The road surface is "badly broken with areas where the road surface has been eroded down to the base. To make matters worse the yellow no parking lines have been painted along the road edge, down to the base level, along the base and then back up to the road surface". The Committee requested that the road surface be reinstated to its original condition.
The Council replied "Everest Rise is a concrete road that has been surfaced over. At the edge of the carriageway and on transverse joints this surfacing has fretted off in small areas. Our Inspector has arranged to have these areas repaired on a priority 4 order which allows up to 3 months for completion".
Residents of Stansted Close were not quite certain they had arrived home after the new street sign for Stansted Close had been erected. They discovered they were now living in Stanstead Close. Panic. A quick letter to the Council revealed that "Our Area Inspector has arranged to correct the spelling on the name plate. The present policy on name plates is to replace with a double sided sign where possible, with white letters on a blue background.
New street name plates are erected to replace damaged, missing or faded signs or if there is a complaint that access is not clear. The original order indicated that a sign was reported as missing. Unfortunately the Inspector who originally raised the order no longer works in the Section" I wonder why? Has he lost his way?
The proposals for a Youth Town Council (YTC) in Billericay have been met with great enthusiasm from the schools. It has been agreed that the elections for the YTC will be held on Thursday 8 October 1998 and the closing date for nominations will be Thursday 1 October 1998. To qualify for the electoral register students must attend one of the schools and/or live in the Billericay Town Council parish. Each school is to be represented by one pupil from each of the years 12, 13, 14 and two from years 15 - 17 (5 pupils).
The YTC is to consist of 21 members with the total made up from representatives elected or seconded from students living in the town but not attending the schools. The age range will be 11 - 18 years.

When Billericay Abbeyfield Society was formed in the '70s volunteers who made up the committees were drawn from various sections of the community.
