
The Association wrote to the Traffic Manager of First Bus regarding the 100 service suggesting that at 15.45 an additional bus from Chelmsford be run for the public since the school service bus does not go down Bell HIll. Additionally we sought an explanation, following the cancellation of the 37A off-peak service, for substituting the peak period small courier bus which ran every 10 minutes with a single deck bus running every 20 minutes. Another interesting point we asked to be clarified was what happens to the bus stop when a service is withdrawn and the stop is no longer required and in conclusion we asked if it had been decided which route would service St Andrews' new development.
It is interesting to receive explanations to questions posed to organisations such as First Bus and so that I do not change the context of the letter by attempting to summarise it I reproduce it in full:-
"I am in receipt of your letter of 15 May 1999.
To provide an extra bus would require additional costs and at present as we do not have the funds available. Having said that if you are able to fund such a journey I would be more than happy to look at the feasibilty of providing a service.
Turning to the 37A, changes were made to provide a service with a 10 minute headway between Basildon and Billericay serving Basildon Hospital more frequently.
When a service is withdrawn our publicity officer removes our flag and timetable information from the pole, the pole however is the responsibility of the local authority.
As yet nobody has approached First Thamesway to serve the St Andrew's site. My immediate reaction is that to do so may prove difficult in that running time in our schedules is already tight but obviously any request would be given due consideration".
I think I understand.
The question was asked at the last Annual General Meeting "When will the guard rails which were situated near the crossing outside the Mayflower County High School be replaced". Basildon District Council advises us that a road widening scheme, to provide a right turn lane into the new housing development at Mayflower School is about to commence. The footway in front of the school will be moved back and new pedestrian guard rails will be provided at the Pelican Crossing. Whilst reporting on crossings the Association has been told that a new roundabout is to be installed at the top of Jacksons Lane to replace the pedestrian island which has been removed. Crossing the road should then be much easier and safer.

The Association has written to Basildon District Council seeking assurance that all the trees on St Andrew Site which are protected by Tree Preservation Orders (TPO) are still standing. The Council has replied that a TPO was confirmed in 1994 which protects 36 individual trees however on a recent visit to the site it was found that 3 of the trees had been removed for the following reasons, one was located in the centre of the new access road, another was located in the new footpath along Norsey Road and the third was too close to the new development. All the remaining trees are protected by fencing and it is hoped they will survive the redevelopment. What price TPOs.
Some of our members have expressed concern that the names of the roads on the new development on St Andrews Site were to be different to those given in the June 1998 issue of the newsletter. The Executive Commitee has been advised that this is not so and the names of the roads will be:-
ST ANDREWS DRIVE - named after the hospital.
BURN'S CLOSE - named after the Burns Unit.
DAWSON MEWS - named after a person who worked in the Bio Chemistry Lab.
GREY LADY PLACE - named after a ghost who allegedly haunted the hospital.
NEEDHAM CLOSE - named after a lady whose father was in charge of the workhouse.
COULTER MEWS - named after a person who donated money to the IT Ward and named Coulter Ward.
LANGDON MEWS.
The Association has received a complaint suggesting that the tennis courts in Lake Meadows were in a "poor playing condition". As a result the courts were examined by one of our Committee Members who found little evidence to support the complaint. Nevertheless we have written to the Council asking that an officer inspects the courts and advises us whether or not they are in an acceptable condition. The Association also asked the Council to confirm that a regular inspection is made of all sports facilities to ensure they are in a fit condition to be used by the public.
A130 PROPOSALS
Essex County Council will be touring the county with an exhibition of "Possible Measures Associated with the Completion of the New A130 Route."
The exhibition will give details of possible measures including traffic calming, road closures and weight limits to discourage use of the existing "rat runs" Details of environmental enhancements to return the old A130 and other declassified routes to a more rural character will also be proposed. Officers from the County Council and the District Council will attend the exhibition which will take place on the following provisional dates:-
