            Install external fire escape stairs to rear of building at 47 High Street Billericay.

To establish the lawfulness of the proposed conversion of existing garage to bedroom, incorporating raised roof & insertion of a flat window/brickwork to front elevation at 11 Harebell Close Billericay.

                Construction of 17 no. residential dwellings at Pinehill Golf Club Noak Hill Road Billericay

                Demolition of existing building & construction of mixed use development comprising ground floor A1-A5 / B1 use & two self contained flats to the first floor together with one to the second at 3 High Street Billericay


At its meeting held on Tuesday 4 August 2009 the Town Council considered the following planning applications:

Application Number             09/00416/FULL

Demolish existing building and construct a replacement building on a like-fro-like basis with a single storey and two storey rear extension with A1/A2 use at ground floor level and the creation of three residential flats at first floor level at Elizabeth Cottage, 4 High Street, Billericay.

The Town Council objected to this application on the grounds of:

Highway Safety – the site is on the corner of a very busy crossroad in Billericay High Street and the proposal would increase the traffic congestion and danger to the public during the period of the work. It should be pointed out that this site is 25 yards away from the scene of a fatality when a cyclist was killed by a construction lorry during the building work behind Kitts shop (now |Prezzo)
Damage to the Street Scene – the integrity of the Conservation Area should be protected and as an alternative to demolition the façade should be maintained.

Application Number 09/00623/FULL

            Replacement 2.1m high boundary fence at 16 Bluebell Wood.

The Town Council objected this application on the grounds of  damage to visual amenity due to the fence being excessively high, reducing the open aspect of the street and reducing sight lines leaving from the hammer head. The hedge would be too close to the footpath with the potential to cause obstruction.


Application Number 09/00647/FULL

Change of use to A3 (with existing A1 retail use retained), installation of extract duct and infill of rear door to rear elevation at 57-59 High Street.

The Town Council objected to this application on the grounds that it contravenes Save Policy BAS SH4 – Primary Shopping Frontage. The change of use to A3 would result in material harm to to the retail function of the primary shopping area, with 3 adjoining premise having A3 uses.


The Town Council had no objection to the following applications:

09/00645/FULL           Merlin Haven, Tye Common Road. Single storey rear extension.
