At its meeting held on Tuesday 4 August 2009 the Town Council considered the following planning applications:
Application Number 09/00416/FULL
Demolish existing building and construct a replacement building on a like-fro-like basis with a single storey and two storey rear extension with A1/A2 use at ground floor level and the creation of three residential flats at first floor level at Elizabeth Cottage, 4 High Street, Billericay.
The Town Council objected to this application on the grounds of:
Highway Safety – the site is on the corner of a very busy crossroad in Billericay High Street and the proposal would increase the traffic congestion and danger to the public during the period of the work. It should be pointed out that this site is 25 yards away from the scene of a fatality when a cyclist was killed by a construction lorry during the building work behind Kitts shop (now |Prezzo)
Damage to the Street Scene – the integrity of the Conservation Area should be protected and as an alternative to demolition the façade should be maintained.

Replacement 2.1m high boundary fence at 16 Bluebell Wood.
The Town Council objected this application on the grounds of damage to visual amenity due to the fence being excessively high, reducing the open aspect of the street and reducing sight lines leaving from the hammer head. The hedge would be too close to the footpath with the potential to cause obstruction.

The Town Council objected to this application on the grounds that it contravenes Save Policy BAS SH4 – Primary Shopping Frontage. The change of use to A3 would result in material harm to to the retail function of the primary shopping area, with 3 adjoining premise having A3 uses.
