This was the scene that greeted travellers into North Wales during March 2001. A Nationwide Foot and Mouth epidemic resulted in all public footpaths and cycle paths being closed. As you can see it was also the best snow conditions we have had for a long while. It did not stop one person however, who decided to wander up Snowdon ("in fishing clothes" -  Daily Post, March 5th). He subsequently slipped and had to be rescued, and now faces a possible £5,000 fine. The Wardens reported that walkers had abided with the rules and had kept off the mountains and all car parks were very quiet.
