Quite a few people use the free program Easy Thumbnails to resize a photo
before uploading it to the forum, the following is how I go about it.

The program can be downloaded Here and is free to use.
You can use this software to resize photo's for all sorts of things, such as Ebay, emailing to friends and family etc.

The maximum width size for the Tiscali photography forum is 750 pixels and a max file size of 250,000kb

What I do is choose a photo I want to resize in the file tab window, then go to the settings tab,
also click the preview tab on the right, so I can see the resized photo before I save it,
I then choose the size I want in the max height and max width boxes on the settings tab,
as long as you set the maximum width to 750 the height normally takes care of itself.
You could for example leave the height setting at 800, the photo will be sized according to the
lowest max size it gets to first, then I use the JPEG quality slider, as you move the slider you will see that the
file size goes up and down but so does the quality, with some pictures you can go very low but some tend to degrade
quite early on, depends on how much is in the photo, keep an eye on the preview output window as this will give you a live update
when you change any settings. The Algorithm drop down box I leave as Smart, but you can try others to see which works
best for different shots. I tend not to use the brightness, contrast, sharpness or rotate sliders as
I normally do all those before I save my image and tend just to use Easy Thumbnails thumbs to resize, then save
to a folder that I choose in the files tab at the bottom.

A way of finding a good size, is to look at a photo on a forum or gallery you want to upload to and
see what dimensions it had been posted at, this will give you some idea of how yours will fit on the page.
There is also a bar at the top of the Easy Thumbnails window that shows the dimensions and file size.
The Bytes is what you will see change when you use the JPEG quality slider,
plus if you go too low you will see the image degrade in the preview window, but don't worry it's not permanent until you save it,
just save it under a new name and don't replace the original file, you can't get the original photo back if you do that.
I tend to put a prefix in the Prefix/suffix box on the settings tab, such as tn- (tn stands for thumbnail)
or tis- (for tiscali) that way I know which photo I am looking for when I come to upload it, so if the original file was
holiday then the new smaller file will be tn-holiday and will be in the folder you chose.
