Commonsense Prevails
In an overwhelming vote against the TIF Bid/Congestion Charge the residents of all ten Greater Manchester boroughs rejected the proposals by a proportion of nearly four to one. The actual figures overall were: 79% against and 21% for.
It is significant that not one of the ten boroughs voted for the TIF Bid proposals or came anywhere near voting Yes.
Our whole purpose is to fight for the expansion of public transport and we have no objection to a sensible congestion charge in the centre of Manchester. For instance, the area bounded principally by the Mancunian Way, Great Ancoats Street and Trinity Way could be easily administered provided public transport facilities are adequate in the area.
The TIF Bid / Congestion Charge proposals were highly complicated, would have been incredibly expensive to administer and left us in debt for generations to come. It was in fact a bureaucrats’ charter. If the government were prepared to give us one quarter of the £3 billion proposed (say £750 million) we could obtain a large fleet of additional trains plus extra trams and buses which would do more to alleviate congestion than the rejected proposals without incurring us in colossal debts for the future. Moreover, we would not have to wait until 2013 to implement the improvements.
