A model publication scheme has been prepared and approved by the Information Commissioner which public authorities must adopt. To reduce duplication and bureaucracy and to ensure consistency in the release of information, the Information Commissioner’s Office (ICO) developed a model publication scheme that any public authority can use.  It classifies information at a high level and broadly states the way authorities can provide information and what they can charge for. 

The scheme commits an authority to make information available to the public as part of its normal business activities. The information covered is included in the classes of information mentioned below, where this information is held by the authority. Additional assistance is provided to the definition of these classes in sector specific guidance manuals issued by the Information Commissioner.  A publication scheme sets out the kinds of information that a public authority should make routinely available. The information should be easy for the authority and any individual to find and use.

The model specifies seven classes of information. To maximise the routine release of information the categories have been set at a high level. Most information that a public authority holds falls into the seven classes.  However, this does not mean the authority must routinely release all the information covered by the broad definitions in the definition document for that sector.

The scheme sets out the circumstances under which an authority would not be required to make information routinely available. These are when:

  • the information is not held;
  • the information is exempt from disclosure, for instance personal data or commercial interest; or
  • the authority cannot easily access the information.

A TEMPLATE BELOW HAS BEEN ADAPTED TO SUIT THE NEEDS OF THIS COUNCIL BUT PRECEDING IT IS THE INFORMATION PREVIOUSLY SUPPLIED IN OUR PREFERRED FORMAT

The Parish Council Office is situated in the Clerk’s home & it may therefore occasionally be necessary to arrange an alternative time & place for appointments for reasons of  personal security and safety.

King's Stanley Parish Council has regard to the public interest in allowing access to information it holds/publishes.  More information will be made available as and when possible to the public via the website, though this is not to be the exclusive means of making information available.

Method of Publication

Parish Office by appointment Monday-Friday during normal office hours, (between 9am & 5pm) &/or Website, Newsletters (usually monthly) via 2 church magazines circulating in the 3 villages, copied on Notice Boards, St George’s Church porch, King's Stanley Post Office, the Kings Head and the Bell Inn.  NB, the Clerk does not usually work 9-5 but is employed for 17 hours per week.

5 Notice Boards contain a list of the names, addresses & telephone numbers of Parish Councillors + the relevant District & County Councillors.

Copies can be inspected in the Parish Office by appointment. They can also be viewed on the Parish Council's website.

 

Annual Parish Meeting

(between 1 March & 1 June) is advertised on Notice Boards and website. Local organisations invited to attend & contribute reports.

 

Public Meetings arranged by KSPC

Advertised widely to attract maximum attention using a variety of methods.  More use of the website is anticipated as an optional method of publicity.

Allotments Register

The Register of Allotments Holders Can be inspected in the Parish Offices by appointment. There are basically 5 plots, some of which are worked in halves. As of December 2008 there are 8 tenants.

Public Service Information                                     KSPC regularly publishes various documents, eg crime prevention information on the main or other village notice boards in response to requests from other bodies.

Newsletters

KSPC also publishes a newsletter almost every month which is circulated via the Stanleys Magazine, the Cainscross & Selsley Magazine and the Selsley Village News.  When possible it is printed out in bulk and made available at the Post Office in King's Stanley. 

Statutory Notices from other authorities      such as footpath modification notices are occasionally sent to The Parish Council so that they can be inspected at the Council Office &/or displayed locally. Included in this category are Election Notices for County, District & Parish Council Elections.

Village Appraisal

Parish Plan (2008)

KSPC still holds a few copies of the one published in 1991; these are available free of charge to any interested party.

A Parish Plan for the Parish of Kings Stanley was adopted early in 2008 and the Council is working broadly in line with the outcomes.  it is published on the Parish Council's website.

Charging Policy

Information can be inspected, by prior appointment, at the above address free of charge.

Information which can be photocopied without breaching copyright laws may be copied on the Clerk’s photocopier at 50p per A4 sheet to take account of Officer time -  this only by prior appointment.

A detailed search of records is subject to a charge of £10 per search to take account of Officer time. Photocopying of information as above.  The Council is not registered for VAT charging purposes.

6. Review of Policy

This Policy was approved by Kings Stanley Parish Council at its meeting on 20th November 2002 and will be reviewed annually.  Approved at the Parish Council Meeting.  Minute Reference     171         Dated 20th November 2002
