Project Management

None but the largest manufacturing organisations can justify a permanent Project Management resource, and even sizeable organisations tend now to outsource the necessary skills. Attempts to second existing line or functional Managers into this type of role are problematical, particularly in a traditionally structured company. They may be very capable employees, but project management requires different skills and abilities. Using this type of activity for personnel development for any major project is laudable but risky.

Although project management skills in general are transferable from one project type to another, there is often a considerable benefit to be gained from experienced help who have specific knowledge of the type of project. This could be a complete new turnkey manufacturing facility, the introduction of new technology, a new manufacturing system, or a major plant relayout to introduce cellular concept etc.

Also, a full time resource is not necessary for the duration of the project, particularly after the initial planning stage and a regular, for example weekly update, is all that is necessary. However, if problems arise, then there needs to be the assurance that the resources to overcome problems will be available when needed.

It is also important that projects are handled in a way that transfers the ownership of the success of the project to the users, whatever that project may be. Winning the commitment is most of the battle, in addition to providing the framework, monitoring, control and co- ordination to ensure success.
