Village Hall Committee Chairperson's Report AGM 31st March 2008

Thank the Village Hall committee for their hard work and commitment

Welcome Ed Phillips to the committee as Chair of the Village Hall New Build Sub-committee. We'll talk a bit more about that later.

Welcome Jill Slora to the committee as representative of the Toddler group.

Welcome Rob James to the committee as representative of the Parish Council.

Village Hall development:
In the last year, we have continued to explore options for building a new village hall and contacted once again every landowner in the village to re-explore potential options. We held a number of meetings with Warwickshire College who agreed to work with us to explore options that would benefit both parties. The college discussed potential options with Stratford Planning department who confirmed that there is a moratorium on building in the village, unless it is for a community project and fully supported by the village and Parish Council.

On the advice of the Warwickshire Rural Community Council, we decided to set up a separate sub-committee to run this project in order to give it the necessary focus it requires. Unfortunately, progress has been slower than we would have liked, simply because nobody came forward to chair the sub-committee, despite a number of adverts asking for support. However, I am delighted to report that Edward Phillips has agreed to chair the sub-committee and he will provide us later with an update on progress since the beginning of this year.

Village Hall Maintenance:
The renovation plans for the existing hall have been put on hold, pending the decision regarding a new build. However, in the short-term, the village hall was looking jaded so we have made some minor improvements to the existing hall, including painting inside and out, replacing the ladies toilet floor, ladies toilets maintenance, replacing the kitchen floor and some other minor works.

We have also had a damp proof report done and the results were as expected in that there are high damp readings in all parts of the hall. The work required to resolve this would incur a significant cost so this is also on hold pending a decision regarding the new build. However, on the advice of the damp proof company, we have decided to invest in a couple of dehumidifiers to help reduce moisture levels.

Village Hall Funding:
We are very grateful to the Parish Council who have continued to support us with a £500 grant each year. Whilst this used to cover the cost of the utilities, the price of utilities has significantly increased in the last year. We have taken the decision to keep our hourly charges static whilst the hall requires repair and therefore we are reliant on the fundraising events to support us in paying the ongoing running costs in order to break even each year. Mike will give us a more detailed update on our financial situation later.

Village Hall Events:
I'd like to thank Sara and her events committee team for their hard work and dedication again throughout the year. They continue to do a first-class job of organising a variety of events which make a big difference to our continuing operation.

2007 saw some new events such as a Ladies Dirty Dancing evening and a belly dancing and salsa evening, as well as the usual popular events such as the quiz nights.

In addition, Flicks in the Sticks was launched and we have held 2 popular movie nights with more to come in 2008.

Events continue to be well supported and profitable and enjoyed by all who attend. Our thanks go to everyone who supports these events.

Minutes of AGM held in the Village Hall on 31st March 2008 @ 20:00

Chairperson's report:
Irene welcomed everyone to the meeting and thanked them for attending. She presented the Chairman's report (attached).

Irene welcomed Jill Slora as representative of the Toddler Group and Rob James as representative of the Parish Council. In addition, Irene welcomed Ed Phillips as Chair and Secretary of the Village Hall New Building Sub-committee.

No questions were raised.

Treasurer's report:
In Mike's absence, Jude agreed to forward the accounts summary to all attendees as the committee had already reviewed them at a previous meeting. Jude updated the meeting that funds were approx. £2000 down vs 2007 due to the maintenance that had been performed to the village hall.

Village Hall New Building report:
Ed Phillips gave an update on progress to date. So far, he has held a number of meetings to come up to speed on the situation, involved the headteacher of the school, met with Mike Bailey from the college and put an advert on the noticeboard for committee members. David Nuttall (villager present at the meeting) expressed an interest in being involved and agreed to discuss with Ed outside of the meeting.

There being no further business, the meeting closed at 20:15

Introduction
Moreton Morrell Village Hall was registered as a charity in 1963. It was set up to provide Village Hall facilities to the community and manage those facilities on an ongoing basis. It seeks to work closely with other groups within the community, providing community facilities for a range of events.

Moreton Morrell Village Hall Charity Objectives
Moreton Morrell Village Hall provides the Village Hall and associated facilities to individuals or groups within the community on request and for a small fee.

It organises fund-raising events to cover the cost of the ongoing maintenance and to enable future improvements to be made to the facilities provided.

Village Hall Committee
The Village Hall Committee consists of the following members who are also Trustees for the charity:

· Irene Ash: Chair
· Jude Jennison: Secretary
· Mike Harwood: Treasurer
· Sara Lawton: Events Manager
· Hilary Williams: Fundraiser
· Fiona Wilson: Keyholder

Village Hall Fees
Current fees are £6 per hour.

Regular Events
A number of regular events are held throughout the year and include:

Village Hall Quiz night - held twice a year
Carol singing evening with mince pies - held in December
Village Hall Race night
Village Walk and brunch

Other adhoc events which have taken place are:
Garage sale / Table Top sale
Recipe Book
Easter Egg hunt
And many more

Moreton Morrell Village Hall Committee Responsibilities
The Committee are jointly responsible for:

· managing the finances of the Village Hall charity
· managing the maintenance of the Village Hall
· adhering to legal requirements determined by the Charities Commission
· adhering to other government legislation

In addition, the Village Hall Committee is currently exploring two opportunities to enhance the future services provided by the Village Hall:

1. Short term: Investigation of improvements to the current Village Hall
2. Long term: Exploring potential opportunities for land to build a new Village Hall, to include parking facilities

In a survey conducted by the Parish Plan Committee in 2004, 80% of respondents said that the village needed a new Village Hall.

Chairman
The Chairman is responsible for:
· Chairing all meetings
· Managing the Village Hall Committee and overall responsibilities

Secretary
The secretary is responsible for:
· Minutes of meetings
· Publishing agendas
· Managing all correspondence
· Maintaining Village Hall documentation
· Acting as a signatory for cheques

Treasurer
The treasurer is responsible for:
· Managing the Village Hall finances
· Acting as a signatory for cheques
· Paying bills

Meetings
The Village Hall Committee meet quarterly and all decisions are made at those meetings on a democratic basis.

An AGM is held annually to which members of the public are invited to attend. This is advertised a week in advance via the village notice board.

Agendas are published at least a week before the meetings.
