Forest Brothers

The Estonian post-Second World War guerrilla fighters are known as the Forest Brothers (or Metsavennad, in Estonian). The historian, Mart Laar, better known as the twice Prime Minister of Estonia, wrote an influential history of this movement in the late 1980s.

Article 22 of the Constitution of the Estonian SSR :

A programme is being consistently implemented in the Estonian SSR to convert agricultural work into a variety of industrial work, to extend the network of educational, cultural, medical and trading institutions, as well as public catering and service facilities in rural localities, and transform hamlets and villages into well-planned and well-appointed settlements.
