Albert George Morrow was born in Ireland, studied at South Kensington, and later lived in Sussex. He became a landscape and genre painter, and also produced illustrations for various magazines from the 1880s, such as the high contrast picture above. His brothers, George Morrow and Edwin Morrow, were also illustrators and painters, and the former achieved high office as the art editor of Punch.
