 Admin 1. Certificate and seals is $4 US by normal 
       mail or $2 US for applications from within Europe.
 Admin 2. Number only is $2 by normal mail outside of Europe 
       and $1 within Europe. Upgrades are return postage only.
 Admin 3. E-Mail applications for number only no charge.
