Who is he?
When we first meet him briefly in Earl's Court, he is Sir Richard Crowthorne's deputy at MI5. When at the end of Epping Sir Richard leaves to take up his post as the Chairman of the new National Anti-Terrorist Committee, Collins steps into the vacancy as the new Deputy Director of MI5.

Known Associates:
As Sir Richard Crowthorne's deputy and successor at MI5, it is assumed that he has inherited his former boss's extensive filodex along with his office.
