
Project Details
The project has developed over a number of years and during this time it has expanded to meet the needs of Madeley and the surrounding rural communities.
The overall strategy is to develop a new centre which provides the infrastructure for the delivery of joined up community services. The centre will be modular in design and allow for flexibility to future proof its use. It is often difficult to provide a full range of services to rural communities due to the cost/demand ratio. This centre will seek to be innovative in the way services are managed and delivered to reduce the overall cost but maintain a full range. This will be achieved through co-delivery of services across various public agencies and the private sector. The centre will be linked to the Extra Care facility providing an innovative approach to integration of the whole community and developing community cohesion between young and old.
The modular design will assist with the cost modelling to ensure that lack of funding in a particular service area does not mean that the rest of the centre cannot be delivered. Flexibility will allow additional elements to be added at any time in the future and to maintain a totally integrated approach to the community facilities.
At the heart of the development will be the new village hall facility which will consist of a large main hall with ancillary space for storage, toilet facilities, a bar area and lounge. This will be used for:
ˇ Leisure purposes, keep fit, karate, yoga, dancing, indoor bowls
ˇ Theatre and arts, film shows, live music, drama groups, bingo
ˇ Clubs, craft club, flower club
ˇ Community events
ˇ Weddings, birthdays, parties
ˇ Day care provision, tea clubs
Multi Use
There will be a number of society rooms which can be used for various purposes. These will include:
ˇ Multi use community meeting space
ˇ Explorers, Beavers, Cubs and Scouts
ˇ Madeley Conservation Group
ˇ Madeley and District Community Association
ˇ Mums and Toddlers / after school clubs
ˇ Day care groups
ˇ Christian fellowship
ˇ Derby and Loan
ˇ Parish and Borough Council
Community Information Centre
This will be delivered across all occupiers of the building. A limited amount of dedicated space will be provided for information relating to: tourism; council; health; social housing; leisure; heritage; culture and community safety
Local services
There will be a commercial element to the centre which will provide accommodation to lease to service providers. Staffordshire Police Authority have provided a letter of intent, to take an amount of space to lease for a 25 year concession. The local post office has also registered an interest in taking space within the centre.
Recreation
A community café will be incorporated into the design will provide a place for young and old to meet, integrate and generate community cohesion. It is envisaged that the café will be very informal and incorporate an internet/cyber café element to it, which will link into the learning activities below.
Learning
The Community Learning Partnership and Madeley High School is working with the Project Team to incorporate various aspects of learning activities within the Centre. Under consideration are the following elements:

ˇ Extended schools provision
ˇ Youth services
Health
In addition to these we intend to provide a multi use health suite, which will be used on a surgery basis. Rather than having dedicated space for various health functions which may stand empty for significant periods, this accommodation will allow surgeries to be run on a part time basis. These will include:
ˇ Chiropody
ˇ Physiotherapy
ˇ General nursing
ˇ School nursing
ˇ Alternative therapies
We are working with the local GP practice to identify their needs in terms of support space.
Enterprise
The centre will also contain a Rural Hub. It is envisaged that this will provide a wide range of support services to the rural communities and businesses within the region and support local job creation, retention and rural enterprise start-ups. This would incorporate the following:
ˇ Advice centre for community enterprise, agriculture, rural diversification and tourism
ˇ Business advice centre (in conjunction with Business Link)
ˇ Provision of administrative services to small rural start-up businesses
ˇ The general management of the Farmers Market (delivered from the site)
ˇ Advice and access to training opportunities (in conjunction with a local College)
ˇ A communication centre (including, collaboration technologies, web services, and web development)
ˇ Advertising advice and opportunities (in conjunction with a local rural enterprise)
